Cost benefits analysis

Based on two studies done with the support of DG TREN, a cost benefit analysis was done, which compared three different types of waste management scenarios (landfilling, incineration, production of solid recovered fuels combined with co-incineration)

Landfilling clearly scored by far worst. The ranking between incineration and fuel production depended e.g. on the energy efficiency of the incineration.

Best Available Techniques  Reference Documents

Under the rules of the European IPPC directive an information exchange was started to describe "best available techniques" for 26 industrial branches defined in the annex of that directive (see BREF page).

Such a document called BREF was written for waste treatment and covers amongst other issues the production of solid recovered fuels from nonhazardous waste. For that purpose ERFO requested IAR (an institute of RWTH Aachen) to prepare a document describing the best available techniques for SRF production.
